The announcement ends industry speculation whether training departments and students are holding back training budgets in the new fiscal year. In the Middle East and East Europe, two of the emerging economic areas with the fastest growing demand for English and bi-lingual language skills, the economy plummeted to the lowest GDP in over a decade.
