With strong anchor tenancy by the City, unlimited free service for the community by AT&T, and Digital Inclusion services – including free computers via the non profit SmartRiverside – the partnership can serve as a model for other communities.
Civitium provided consulting services to negotiate with the top three respondents to the RFP and led the City in structuring key partnership terms for the final agreement that was unanimously approved by City Council. "This is really an extraordinary partnership," said Riverside Mayor Ron Loveridge.

Riverside is unique in the speed with which it executed on its vision for wireless broadband. The City launched its RFP for a citywide wireless network in late April and completed its final agreement in mid October.

A two square mile pilot network must be accepted by the City before the citywide deployment commences. The City expects the pilot network to be live before the end of 2006 and the full 55 square mile deployment to be live by late 2007.
