Sen. Richard Lugar's Advice to the Next President
New Edition of Acclaimed Book Addresses Foreign Policy

BLOOMINGTON, Ind., Oct. 20, 2004 -- In January, either
President George W. Bush or Sen. John Kerry will be
inaugurated into the most powerful political office in the
world. The next president will face difficult challenges
related to America's foreign policy initiatives and national
security. As the chairman of the Senate Foreign Relations
Committee and a champion of international cooperation, Sen.
Richard G. Lugar (R-Ind.) offers valuable advice in a new
edition of his book, Letters to the Next President (now

Originally published in 1988, Letters to the Next President
includes analysis and personal insight about the major
conflicts of the time, such as Guatemala's transition to
democracy and the dismal political situation in South
Africa. The crucial foreign policy dilemmas of the past are

In his recently released edition, he presents a letter to

Lugar joined Sen. Sam Nunn in 1991 to enact the Nunn-Lugar
Cooperative Threat Reduction Program, which has dismantled
thousands of nuclear weapons, and he stresses the importance
of containing weapons of mass destruction. The cataclysmic
effects of the detonation of a nuclear device would dwarf
the tragedy of the Sept. 11 attacks, and Lugar encourages
the next president to make non-proliferation a top priority
during his tenure.
This vital effort should also be a part of a broad plan that
utilizes diplomatic, economic and militaristic resources to
quell the spread of violence. Lugar offers five foreign
policy campaigns designed to bolster the United States'
influence and win the war on terrorism. Promoting free
trade, nurturing alliances, boosting foreign relations and
reinvigorating the country's commitment to democracy, the
environment, energy issues and development are key campaigns
that would propel the United States into a new era of
prosperity and hope.

Richard G. Lugar is the chairman of the Senate Foreign
Relations Committee and the longest serving U.S. Senator in
Indiana history. During his 28 years in the Senate, he was
an observer to the historic Philippines election in 1986 and
was instrumental in imposing economic sanctions on South
Africa, which helped end apartheid. As authors of the 1991
Nunn-Lugar Act that enabled the destruction of more than
6,300 post-Cold War nuclear warheads, Lugar and Nunn have
been nominated for the Nobel Peace Prize five times.
